Ability for guest to upload their driver license / ID direct to the files folder in OR

Would like the ability to allow guest to upload their ID picture directly to the files folder in OR. Currently this is a manual process and gets missed. once the pic is uploaded then a tag could be automatically created to indicate we have the ID. If the tag is not present based on a some criteria, this could then trigger an email to remind guest to upload ID.

I just realized this feature was requested already by Donna M in November. So if you want to merge this request and votes, with the other one to clean up the list, I'm totally ok with that.
