Merry Christmas - Rules for when emails go out

The OwnerRez software sent out a payment reminder on Christmas morning to a very valued customer. 
If I was the designer of this software, I would have a set of rules. 

#1 - Never ever send out statements and bills on a holiday. 
I had to send out my apologies for this error in judgement, or lack thereof.
