I would like OR to push the blocked/booked dates to the HE calendar as blocked/unavailable dates. OR needs to realize that barter platforms are an important component to the total justification of using a PM platform.

Calendar synchronization is a key feature of OwnerRez & you could use the iCals, however, it appears that HomeExhange.com has no iCal sync available. If HomeExchange does not create a place to import an iCal there is nothing OwnerRez can do to override that.
