User has an Avalara account and connected to OR, but still showing waiting for signup and properties pending activation
When a user is setting up the Avalara integration, they're supposed to be able to link it to their already existing account, if they have one, by entering the email address associated with it. We've seen that in some cases, the status of the integration will still say waiting for sign-up and prpoerites are still pending activation. If they click on Sign up now and nothing changes, they might have an integration already in place with Avalara, and they can only have 1 integration. See this ticket as an example:

We reahced out to Avalara support, and they said the user was already integrated with Vrbo, and they'd need to remove that connection by calling Avalara support 877-589-0207 and ask them to remove the integration
It looks like any bookings that came in via iCal, and not an API connection, are sent over as direct bookings
We had an issue where bookings in January didn't sync to Avalara due to 'exemptrevenue is required'. Got it fixed but we weren't able to get those bookings to sync to Avalara. Sounds like the 10th of the month or a day or so before is the last day we can try to sync revenue for those bookings. So they were January bookings, we tried to sync them again on Feb 10th, but got the error that it was outside of the reporting period.
