When there is a gltich in the booking process, Vrbo can see the bookings as unsuccessful.This means the booking exists on OR and is attributed to Vrbo, but was never completed on Vrbo
Tier 1 cannot see this on the booking, devs can query it
The guest and host likely never see the booking in their Vrbo dashboard
The guest was charged Vrbo booking fees and that pending charge will drop off their online CC portal & should never be an actual charge
The host (ifPPB) would be liable for the additional 5% PPB offline booking fee
They can tell the guest that Vrbo is refunding the fee and ask the guest to pay the 5% to them. Some hosts have actually been seen to keep it simpler and say Vrbo will bill them the fee instead and ask the guest to pay them the fee.

Host confirm and collect
5% EXTRA PPB
